Windows Live Messenger or Windows Live Mail fails to start or run

If you experience any of the following issues:

1) If KB2454826(windows update) is installed, Windows Live mail will not start.
2) If Windows 7 SP1 and Windows Live Essential 2011 is installed Windows Live Messenger will not run.
3) If Internet Explorer 9 and Windows Live Essential 2011 is installed, Windows Live Messenger will not run.
