Try reinstalling the Toshiba Value Added Package (TVAP).  From the support page, click "Downloads," select your model, and click "GO." On the downloads page, change the category dropdown list to "TVAP," and select the TVAP link to download the utility. Once downloaded, reinstall it.

If that doesn't work, turn off the computer, completely unplug it from everything including power, remove all accessories, and remove the battery (if it's removable). Press and hold the power button for thirty seconds. Then, reattach the battery and power cable. Start the computer. Tap 'F2' to enter the BIOS setup. Press 'F9' to reset the BIOS to system defaults and 'F10' to save and exit.
