Answer

If you do not have a Windows 7 System Repair disc, one will need to be created on a second computer.

A Windows 7 System Repair disc can be made from within a copy of Windows. It's important to use one that's the same bit-ness as the Windows being fixed. (A Windows 7, 64-bit OS, would require a Windows 7, 64bit, System Repair Disk.)

To create one from within Windows perform the following:

  1. Insert a blank disc in the optical drive.
  2. Open the Start Menu.
  3. Select "Control Panel."
  4. Select "Backup and Restore."
  5. Click "Create a system repair disc."
  6. Select your disc drive.
  7. Click "Create disc."

Boot the computer having issues using the newly created System Repair disc. Then try a Startup Repair and a System Restore from the Windows Recovery Environment.
