Issue
This document discusses common problems that you may experience when using Toshiba's Windows NT Power Management system (APM) and Toshiba Windows NT Utilities. Error messages like "Toshiba BIOS Server service failed to start", "Can not connect to BIOS server", and "BIOS server has disconnected". Also covered is high CPU usage with BSER.EXE.
Procedure
The Toshiba BIOS Server service (BSER.EXE) is a component of the Toshiba Windows NT Power Management (APM) subsystem. It provides an interface for the Toshiba Utilities (HWSetup, FnEsse, and MaxTime) to communicate with the BIOS in the 32-bit protected mode environment of Windows NT 4.0. BSER.EXE relies on Toshiba-provided DLLs named HCI and SCI.

Proper installation order and Windows NT 4.0 service level are very important to finding success with these components. Almost all problems listed above related to these components are caused by improper installation of the components, Windows NT Service Packs, or simply not having the correct Service Pack level installed before you install the Toshiba components. You should ALWAYS uninstall the current APM susbystem and reboot before reinstalling or upgrading to a newer version.

If you are having problems (error messages like "Toshiba BIOS Server service failed to start", "Can not connect to BIOS server", and "BIOS server has disconnected"), uninstall the Toshiba Windows NT Utilities, and the Toshiba Power Management (APM) subsystem and reboot.

After the reboot, ensure that Windows NT is up to the Service Pack level that is applicable to the APM subsystem for your model (see the README file in the APM Subsystem download). Once verified, install the newest Toshiba Power Management (APM) Subsystem for your model, then reboot. The APM Subsystem is the foundation for the Toshiba Utilities package, and must be installed and running when you install the Toshiba Utilities.

Next, Install the Toshiba Utilities for your model, and reboot as instructed.

If you see that BSER.EXE is consuming a large portion (90% or more) of CPU time, you might try installing APM susbystem v2.05.41. Use at your own risk on models not listed as applicable for that download.

Windows NT Service Packs
If you install a Windows NT Service Pack while the Toshiba APM Subsystem is installed and running, you may see some of the error messages noted above.

In order to ensure good results, the Toshiba APM Subsystem and Toshiba Windows NT Utilities should be uninstalled before applying Windows NT Service Packs, then reinstalled after applying service. The APM Subsystem must be installed and running when you install the Toshiba Windows NT Utilities, so install APM first and reboot before installing WinNTUtils.

Windows 2000
The Toshiba Windows NT Power Management (APM) subsystem is not compatible with (and not needed with) Windows 2000. If you have upgraded to Windows 2000, uninstall the Toshiba APM Subsystem and Toshiba WIndows NT Utilities, and restart your computer.

Toshiba offers equivalent Windows 2000 components (Toshiba Common Modules, and Toshiba Utilities) for a variety of models. It should be noted that Windows 2000 provides native support for portable computing (power management and suspend/resume) where Windows NT did not. Even if Windows 2000-specific components are not available for your Toshiba PC, it's quite likely that Windows 2000's built-in capabilities will work admirably.
