Issue

From Toshiba Console, select "Security" from the left side and click on "User password". Follow the screen information to Register a password and restart the computer. The System should ask for the password after it does POST. Enter the password and the operating system will start.

At the desktop, press the Fn+F1 keys to set the Instant Security screen saver. Wait for some time and move the mouse. The screen will refresh the desktop and no request for a password is displayed.

Above steps basically follow the information in the Users Guide. Refer to pages 262 ("Instant Password Security"); 196 ("Setting user passwords"); and 197 ("Using an instant password" and "Setting a user password").

Resolution

The password should actually be set in Windows User's and Password Utility in the Control Panel. The user's password is used by the Instant Security screen saver to request the password when re-activated.
