- Issue
- When you are upgrading to Windows 2000 or re-installing over an existing version of Windows 2000 on a hard disk that uses the NTFS file system, you may receive the following error message during Setup: "Setup cannot load the keyboard layout file Kbdus.dll. Setup cannot continue. Shut down or restart your computer".
- Resolution
Give the Everyone group Full Control permission on the root drive. This is usually the C: drive.
Procedure:- Reboot the computer and start the operating system that is being upgraded.
- In Windows Explorer, right click on the root (C:) drive and select properties.
- Select the tab for "Security" and then click on "Add".
- Under "Name" highlight "Everyone" and then click "Add".
- Under the "Allow" section, place a check mark in the box next to "Full control".
- Once the upgrade is completed you can remove permission's for the "Everyone" group.
