Issue

In Microsoft Windows 98, when you try to use a Telephony API (TAPI) program such as Dial-Up
Networking, Phone Dialer, or HyperTerminal, you may receive the following error message:
"There is no dialtone. Make sure your modem is connected to the phone line."
This error message can occur if you are trying to dial using a calling card and you have enabled the
"Wait for dial tone before dialing" option.

Procedure

Disable the "Wait for dial tone before dialing" option. To do so, follow these steps:

  1. Click Start, point to Settings, click Control Panel, and then double- click the Modems Icon.
  2. On the General tab, Click your modem, and then click Properties.
  3. On the Connection tab, click the "Wait for dial tone before dialing" check box to clear it, located under Call preferences.
  4. Click the OK button at the bottom of Toshiba Internal V.90 Modem Properties.
  5. Click the Close or OK buttons at the bottom of Modems Properties.
  6. Restart the computer.

Note that this change affects only new connections for TAPI programs. You must modify existing connections individually.

Check your location settings. To check your locations settings:

  1. Click Start, point to Settings, click Control Panel, and then double-click the Telephony icon.
  2. On the My Locations tab. Verify that your area code and country code are correct.
  3. Verify that the options for dialing from this location are correct.
  4. Try the call again.

If the location your are currently dialing from is not listed, create a new location. To create a new location:

  1. Click Start, point to Settings, click Control Panel, and then double-click the Telephony icon.
  2. On the My Locations tab, click the New button, a Dialing Properties Window will pop up
    stating: A new location was created.
  3. Click the OK button.
  4. Verify that your Area code and country code are correct.
  5. Verify that the settings for how you dial from this location are correct.
  6. Try the call again.
