Win NT 4.0 Server Domain Controller can't locate Domain Controller at NT Setup

Issue
During the Windows NT 4.0 Server installation, the Backup Domain Controller cannot authenticate with the Primary Domain Controller because it cannot locate the Domain Controller.
Procedure

While still in the network setup of the Windows Installation process:

1)  In the TCP/IP properties page, select the WINS tab.
2)  Click on the Import LMHost... button.
3)  At the Open windows, search for the CMD.EXE file.
4)  Right click the file and choose Open. This will open an
      MS-DOS Windows.
5)  Copy the Pro100 folder and its contents from the SST CD to the Hdd.
      (ie. C:\Pro100).
6)  Close the MS-DOS Windows and close the TCP/IP Properties Window.
7)  At the Adapters tab, select Add, Have Disk.
8)  Direct the installation path to the locaton on the Hdd.
      (ie. C:\Pro100).
9)  Select the Intel EtherExpress Pro100 adapter (82558 chipset) and
      click OK.
