Issue
After installing the Toshiba Windows Utilities, two error messages display when restarting the computer: 1) "The POWRPROF.DLL file cannot start. Check the file to determine the problem." 2) "Error loading POWRPROF.DLL. A dynamic link library (DLL) initialization routine failed."
Procedure
Uninstall the existing version of the Toshiba Windows Utilities
before installing the new version, as follows:

1.) Click Start, point to Settings, and then click Control Panel.
2.) Double-click the Add/Remove Programs icon.
3.) Highlight Toshiba Windows Utilities in the Install/Uninstall
list box, and then click Add/Remove.
4.) If a confirmation message displays, click Yes.
5.) If a "Remove Shared File?" message displays, click "No to All".
6.) When complete, click OK to close the Add/Remove Programs
       Properties dialog.
7.) Restart the computer.
8.) Install the new Toshiba Windows Utilities.

COMMENTS:
If a new version of the Toshiba Windows Utilities is installed on
top of an existing version, the setup program cannot initialize
Registries for the Power Save feature because it may already be
running under the existing Utility application. This results in error
messages being displayed when the user reboots their machine.
