"Transform Filter" error when playing a DVD movie

Issue
After upgrading from Windows 95 to Windows 98 the DVD player stops working. The following error may occur: cannot open TransformFilter Property.
Procedure
  1. Go into Device Manager by double clicking on the My Computer icon from the desktop.
  2. Double click the control panel icon.
  3. Double click the System applet in the control panel.
  4. Highlight the Device Manager tab.
  5. In Device Manager check to see if the Toshiba DVD Decoder Board version 2.1 is listed under Sound, Video and Game Controllers. Note: If you do not see it check to see the subheading "Other Devices" exists with PCI Multimedia Device listed under it with a yellow exclamation mark.
  6. Double click the PCI Multimedia Device to open the properties screen.
  7. Click the Driver tab, then select the Update Driver button down below.
  8. On the next screen place the mark beside "No, select driver from a list"
  9. It will ask to choose a Hardware type:
    1. Select Sound and Video Game Controllers then click NEXT.
    2. Click the Have Disk button on the next screen.
    3. Type A:\ in the specified location
  10. Place the first (of two) DVD Software installation diskette in the floppy drive and click OK.
  11. Select the Toshiba DVD Decoder Board version 2.1. Click next several times until FINISH is available, then choose it.
  12. The DVD Decoder Board should now be listed under sound, video, and game controllers.

    The DVD player should function normally (ensure that the color depth is 16-bit high color in the display settings and a valid DVD-rom is in the drive).
