- When you double-click the Internet Explorer icon on the desktop, you may receive the following error message:
Windows cannot find Program.exe, which is needed for opening files of type "Internet Explorer".
Cause: This issue can occur if you are using MSN, The Microsoft Network, software when you upgrade to Windows 98, and the Online Services folder is missing or damaged. The Internet Explorer icon on the desktop references the Msnmig.exe in the Online Services folder, and when Windows is unable to find this file, it generates the error message.
Resolution: To resolve this issue, extract the Msnmig.exe file to the Program Files\Online Services folder, and then reinstall MSN, The Microsoft Network.
